Salary Range:
Salary range for the position is $90,770 to $130,481. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.
About the job:
In accordance with the established vision and values of the organization, the Capital Planner, Project Manager is responsible for leading, directing, and preparing the project studies and the evaluation of options demonstrating impact to capital and operating costs for specified capital projects. The Capital Planner, Project Manager provides effective leadership to the project team and ensures the participation of key partners. While monitoring capital and program operating resources they provide leadership and expertise required to ensure that assigned projects are delivered within scope, cost, time, and quality to the client’s satisfaction all within a safe working environment.
Typical duties and responsibilities:
o Leads and facilitates all stages of multiple capital planning projects to ensure cost effectiveness; adherence to building standards/codes; and consistency with technical, project scope of work and, functional program requirements supporting evidence-informed design.
• Acts as a liaison between consultants, external and internal clients during the planning stages to ensure compliance with client requirements, application of sound industry practices, and consistency with IH policies and practices.
• Identifies the need for external consultants and assists in the preparation of Expressions of Interest (EOI), Invitation to Quote (ITQ), Request for Qualifications (RFQ), Requests for Proposals (RFP) and other related procurement documents. Supports the development of project schedules and budgets.
• Performs or arranges for site inspections.
• Develops functional programs, concept plans, schematic designs and business plans, which outline all overarching aspects of the project.
• Initiates and chairs start-up meetings and attends regularly scheduled project meetings.
• Reviews all drawings and specifications to ensure adherence to building standards and coordinates input from client users to confirm functionality including practicality of implementation.
• Analyzes technical and situational information to determine the project’s potential impact on services, facilities, systems, and/or staff.
• Responsible for the preparation of cost estimates.
o Responsible for the reporting and quality control of assigned capital planning projects.
• Evaluates proposals for consistency within project requirements and IH policies and standards.
• Evaluates design and specifications to ensure they are within allocated budgets and scope at various project milestones.
• Monitors consultant performance for adherence to building standards/codes, consistency with technical requirements, contract conditions, budget, and schedules.
• Develops a project study implementation and work plan including identification of key partners, critical timeframes, and processes required to ensure effective program solutions and project delivery objectives are achieved.
• Ensures accurate and timely reporting.
• Identifies safety issues and integrates mitigation with the risk management process.
• Reviews and approves all change management documentation project invoices and progress claims for payment.
• Maintains a record of project study work plans and time schedules, identifies key milestones and dates in the process, and prepares monthly reports on process accomplishments.
o In alignment with IH’s Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations and implementing required corrective actions.
o Performs other related duties as assigned.

Qualifications
Education, Training, and Experience
• A Bachelor’s degree in Architecture, Interior Design, Engineering, or a related field.
• Five to seven years of related experience, including hospital or healthcare facility construction, which is essential to design and deliver our complex healthcare infrastructure.
• A Project Management Professional (PMP) designation is an asset.
• Or an equivalent combination of education, training, and experience
Skills and Abilities
• Knowledge of contract law, insurance requirements, and financial management.
• Knowledge of construction standards and building codes, and inspection and testing requirements.
• Knowledge of construction agreements and associated general conditions of contract.
• Knowledge of computer-assisted design and project management software systems.
• Knowledge of and ability to apply project management theories, principles, practices and processes.
• Knowledge of hospital programs.
• Understanding of construction practices and processes.
• Ability to interpret construction drawings and construction specifications.
• Ability to establish project budgets.
• Ability to establish project schedules.
• Ability to analyze and interpret diverse and complex technical and operating information to develop an appropriate response.
• Ability to lead and direct large teams with effective utilization of resources through group leadership, motivation, commitment to objectives, vision, mission, and values.
• Ability to effectively explore alternatives and positions to reach outcomes that gain all parties support and acceptance.
• Ability to multitask, prioritize tasks, and provide timely responses.
• Ability to make formal reports and presentations.
• A valid class 5 BC Driver’s license.
