Salary range for the position is $108,147 to $155,461. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.

How will you make an impact?

The Manager, Mental Health and Substance Use (MHSU) Services (Manager) is a member of the MHSU Leadership Team and acts in an advisory capacity to the Network Director, MHSU in the planning, delivery, and evaluation of services within the program to meet the needs of the residents of Interior Health (IH). Working collaboratively with the MHSU Network and Clinical Operations senior leadership teams, the Manager provides the strategic oversight and direction for assigned program(s) to develop systems and processes that improve patient care, population health, and are operationally sound. Through organization-wide standardization and adherence to statutory responsibilities, the Manager ensures clear direction for the provision of care and integration of services throughout the MHSU programs across IH. The Manager collaborates in a dyad relationship with a designated physician leader and is responsible for building effective relationships with internal and external partners, including Indigenous and community partners, to understand service needs and ensure plans are comprehensive and informed by meaningful partner engagement. Externally, the Manager represents IH on issues related to program standards, statutory responsibilities, and the fulfillment of provincial directions in health by maintaining ongoing, working relationships across local, regional, provincial, and national programs and committees.

What will you work on?

• Maintains a strong awareness of current issues and trends in mental health and substance use care, as well as current and emerging evidence and population needs across the Interior region. Proactively identifies improvement opportunities based on this awareness.

• In collaboration with the Network Director, develops an integrated and networked health delivery system that improves the health status of IH communities in an effective and sustainable manner. Working with other IH portfolios, provides an integrated system of MHSU care services with the following objectives:
• Achieve improved health outcomes for patients with moderate to severe mental illnesses and/or substance use disorders.
• Provide effective access and navigation of the community-based healthcare system for patients, families, and caregivers.
• Engage patients, families, and their caregivers and communities as full partners in health- care delivery.
• Reduce per capita costs for target populations on the terms, conditions and under-standings set out in the Bilateral Agreement.
• Provide services and establish partnerships to promote health and prevent illness in individuals, families, and other targeted populations.

• Leads the development and implementation of clinical practice standards, policies and guidelines related to mental health and substance use care.

• Plans, evaluates, monitors, and reports on programs and services within the MHSU program to ensure optimal delivery within the assigned portfolio of responsibility on an on-going basis. In conjunction with other leaders within the MHSU portfolio, ensures indicators are relevant to learned outcomes including:
• Adherence to core standards of clinical documentation.
• Delivery of services that is consistent with established clinical practice along with appropriate clinical oversight.
• Appropriate orientation and support to existing and emerging leaders with a particular emphasis on nursing practice and leadership.

• Works collaboratively with the MHSU Leadership Team, which will ensure vertical and horizontal integration, meeting the standards as set by Accreditation Canada.

• Leads a team, including recruiting and orienting staff, setting expectations, supporting ongoing development, and monitoring performance. Ensures the continued development and evaluation of a multi-year people management plan that complements IH’s strategic Human Resources direction for staff, volunteers, and physicians.

• Develops and monitors an annual operating budget for the assigned area, monitors and approves expenditures and prepares summaries for fiscal reporting. Ensures project budgets are fully utilized to achieve project deliverables and outcomes.

• Manages and coordinates implementation of approved plans, proactively identifies and mitigates project risks, and reports progress.

• Recommends and/or participates in key quality and performance improvement initiatives with clinical operations and external partners to drive system improvements across the care continuum.

• Leads the development of reports and monitors indicators to report system effectiveness and efficiency. Identifies trends and recommends actions to improve performance as required.

• With internal partners leads the development and oversees the implementation of partner engagement related to mental health and substance use services. Supports operational leads to engage with their communities where required.

• Builds partnerships with clients, their families, and people with lived experience. Integrates knowledge from these groups during service planning, and policy and guideline/standards development.

• Supports the contract management process by informing the development of contract deliverables and monitoring requirements. Participates in procurement processes and assists clinical operations to monitor and review contract performance as requested.

• In alignment with IH’s Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations and implementing required corrective actions.

• Performs other related duties as assigned.

Qualifications

Education, Training, and Experience
• Bachelor’s Degree in a health-related discipline
• Seven (7) to ten (10) years recent, related clinical experience, including three years in a leadership role.
• Or an equivalent combination of education, training, and experience.
• Current registration with the relevant professional college or association preferred.
• Valid B.C. Driver’s license.
