This position offers a flexible work location from within the Interior Health Region and will require occasional travel to the office in Kelowna when required.

Salary Range:
Salary range for the position is $90,770 to $130,481. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.

In accordance with the established vision and values of the organization, the Lead, Capital Budgets is responsible to implement, maintain, and standardize the financial aspects of Interior Health’s capital budget processes. Primary responsibilities include establishing and managing systems for data collection and reporting required to produce capital budgets and secure third-party funding.

The Lead, Capital Budgets provides leadership and strategic advice about capital risks, budgets, and funding sources in order to facilitate the achievement of the mission, goals, and objectives of Interior Health in accordance with the organization’s values. The Lead provides input and makes recommendations to the Director of Capital Budgets and Planning, Business Operations, Capital Accounting, and the Executive Director Capital Finance & Controller on financial and budgetary issues as they relate to both the strategic direction and day-to-day operations across IH.


Typical duties and responsibilities:

• Organizes the multi-year capital budget request submission process by ensuring communication and timelines are clear; capital requests are accurately analyzed and categorized; budget pricing is collected and assigned; and prioritization lists are complete and accurate.

• Coordinates the multi-year capital budget prioritization process including communications and engagement of organization-wide leadership, and prepares accurate, complete, and professional reports and presentations to support decision-making regarding the allocation of scarce resources.

• Develops and maintains complex systems and financial models to prepare a balanced multi-year capital budget, optimize the use of available funding sources, and generate internal and external reporting.

• Prepares the multi-year capital plan and annual and out-of-cycle funding requests and ad hoc reporting for the Ministry of Infrastructure and other external funding partners including Regional Hospital Districts, Foundations, and other donors.

• Monitors capital budget spending by tracking funding pressures, surpluses and variances in spending rates compared to forecasts; recommends funding sources; and coordinates required approvals.

• Engages with project managers leading capital projects to obtain forecasted spending information and provides capital forecast reporting to the Director of Capital Budgets and Planning.

• Maintains capital App systems, provides user training, and coordinates system enhancements and technical updates.

• Ensures capital budget systems, schedules, and reporting are aligned with requirements from Capital Accounting, Business Operations, and Ministry of Infrastructure.

• Prepares account reconciliations and analyzes variances and trends to identify, prevent, and correct errors.

• Develops and maintains policies, principles and processes related to IH capital budgeting, funding allocation, and reporting.

• Oversees processes that establish organizational capital priorities and allocate resources toward the delivery of those priorities from a capital perspective, including identifying and tracking related operating cost impacts.

• Acts as a liaison with Business Operations and operational managers and provides guidance and advice on capital funding questions.

• Provides advice and guidance to the Director Capital Budgets and Planning, Executive Director Capital Finance & Controller, VP and CFO and Financial Services leadership team, including Business Operations, Capital Accounting, and Accounting teams.

• Guides and mentors team members, including providing day-to-day work direction to the Capital Budget Analyst.

• In alignment with IH’s Occupational Health & Safety Program, employees shall adhere to all Occupational Health and Safety policies and procedures at all times and attend all required training. Employees are responsible to report any identified hazards, unsafe conditions or incidents to the manager or supervisor immediately.

• Performs other related duties as assigned.

Qualifications

Education, Training, and Experience
• A CPA designation and a Bachelor’s degree in a relevant discipline.
• Five to seven (5-7) years of recent, relevant experience working in a complex computerized environment.
• Consideration for a combination of education, training, and experience.
