Position Summary

Interior Health is hiring a Manager, Capital Planning. The Manager, Capital Planning directs complex planning projects and project teams to create site plans, business plans, and design concepts that support long term health service priorities and successful project delivery.

Salary range for the position is $106,026 to $152,413. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.

How will you make an impact?

The Manager, Capital Planning is responsible for preparing and coordinating complex planning projects such as master site planning, functional programming, and concept/indicative/schematic designs leading to the creation of formal planning documents (concept plan, business plan) for potential construction projects. The Manager is responsible for leading and directing the project team(s) and participation of key stakeholders including direct reports, consultants, constructors, capital, and program operating resources through all the project stages to ensure that the integration of projects is delivered within scope, cost, time, and quality to clients’ satisfaction and within a safe environment.

What will you work on?

• Under the general direction of the Director, Capital Planning & Commissioning, provides leadership and direction to planning projects and project team(s). Project team members include direct reports, consultants, internal stakeholders, and external stakeholders.

• Develops formal capital plans for site (re)development that are feasible and cost effective while meeting the long-term health service delivery needs.

• Manages the capital planning portfolio of projects to meet strategic and project goals utilizing appropriate project management tools, methods, and controls.

• Identifies relevant standards, initiatives, best practices, benchmarks, policies, and code requirements to ensure the information is incorporated into the planning projects.

• Prepares formal planning documents, reports and large documents including executive summary, assessment of need, summary of program and services, costs estimates, status reports, cost control reports, and other reports and created documents as appropriate.

• Liaises with internal and external stakeholders to ensure full stakeholder identification and participation in the projects including facility staff, Medical staff, consultants, constructors, Foundations, municipal planners, and the Senior Executive Team as required.

• Provides leadership, coordination, and direction for Business Plan submissions as required by the Ministry of Infrastructure.

• Establishes and maintains a network of relationships to promote alignment with strategic goals, timely decision-making, and quality outcomes with stakeholders.
• Prepares and monitors schedules and budgets for each project to ensure cost effectiveness and timely completion of the complex planning projects while minimizing operational disruptions.

• Arranges for the preparation of Request for Proposal documents including drawings and specifications for approved projects.

• Participates in the procurement process for the selection of project consultants, including architects and engineers, and supervises the consultants on projects for completion of contract requirements.

• Reviews and approves invoices for each project according to Interior Health Approval Matrix Policy.

• In alignment with IH’s Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations and implementing required corrective actions.

• Performs other related duties as assigned.

Qualifications

Education, Training, and Experience
• A bachelor’s degree in business administration, Public Administration, Engineering, Urban Planning or Architecture, Finance, Accounting, or an equivalent.
• A minimum of seven to ten years of relevant experience with a minimum of five years in the healthcare industry.
• Or an equivalent combination of education, training, and experience.
• The following experience will be considered an asset: managing the capital planning process (including large building planning projects), supervising and coaching a team of professionals, contract management, and working with Ministry of Health representatives.
