Salary range for the position is $106,026 to $152,413. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.

How will you make an impact?

The Manager, Physician Extenders is responsible for providing operational and strategic leadership to implement physician extender models in support of integrated and team-based service delivery. This includes regional oversight of associate physician and physician assistant programs as well as support for resident doctors working across the region. The Manager leads and develops comprehensive plans, frameworks, and tools to support internal and external partner engagement for physician extender and resident doctor initiatives within Interior Health (IH). The Manager utilizes communication, facilitation, conflict management, and interpersonal skills, and will require systems-thinking and creative problem solving to facilitate consensus among groups of interested parties.

The Manager, Physician Extenders works both independently and as part of a team, collaborating effectively with external partners such as the Ministry of Health, other health authorities, and academic institutions, as well as internal partners such as Site Operations, Medical Leaders and Medical Staff, as well as Medical Contracts and Recruitment departments to provide consistent and coordinated leadership of priority initiatives.

What will you work on?

Physician Extenders

• Provides leadership in the planning, development, and implementation of a strategic plan for Associate Physician (AP) Physician Assistant (PA), and new physician extender models, in alignment with Ministry of Health, College of Physicians and Surgeons of BC, and IH Medical Affairs operational procedures and processes.

• Responsible for human resources management of physician extenders working at IH sites as well as regional program support staff. This includes the recruitment, selection, evaluation of performance, day-to-day supervision of work assignments, grievance management, and determination of/planning for training needs.

• Partners with medical and operational leaders and external partners when appropriate to understand, analyze, and design efforts to respond to program service delivery needs and challenges with the appropriate physician extender model and/or initiative.


• Oversees regional support for medical and clinical operations leadership in the development of accreditation packages, implementation plans, data/info requirements, performance evaluation measures, quality improvement methodology, and communication and engagement strategies to successfully implement service model changes and role implementation.

• Facilitates agreement on contract terms between IH and physicians for the clinical supervision of physician extender roles, as required, and represents IH in provincial discussions with the MoH related to new service delivery models or significant changes to existing physician extender models.

• Manages budget, budgetary planning and monitors the use of budget resources for physician extenders. Determines and sources funding for special assignments, projects, and other departmental needs. Identifies potential risks and recommends mitigation tactics to the Director or Executive Medical Group (EMG) where necessary.

• Builds upon data analysis to engage partners and provide support for new physician extender model planning and initiatives including new program funding applications and changes to existing models.

• Develops performance indicators for physician extenders and supports the monitoring of physician extender services against IH and MoH benchmarks and goals.

• Represents IH in provincial discussions on physician extender related matters, liaises with key partners to resolve issues and advises on development of new AP & PA policies.

Residency Program Coordination

• Provides strategic advice for the development of post graduate medical education programs within IH, in collaboration with academic institutions and the Ministry of Health.

• Collaborates with internal departments to ensure accreditation and health and safety obligations for resident doctors are achieved.

• Partners with the Ministry of Health and the University of British Columbia Post Graduate Medical Education Faculty program and Simon Fraser University School of Medicine, as well as Vancouver Coastal Health to align postgraduate programs with academic requirements.

• Participates in joint committee and advisory boards with external partners, such as the Ministry of Health, health authorities and academic institutions, as well as maintain regular communication with accrediting organizations to ensure compliance and prepare for reviews.

• Represents Interior Health at conferences, workshops, and meetings hosted by medical education associations, and share best practices and contribute to national or provincial initiatives.

Communication and Culture

• Prepares and presents reports, briefing papers, policies, and business cases to the Executive Medical Group on physician extender and resident doctor initiatives, tracking issues and reporting on decisions and actions.

• Leads projects to improve efficiency and effectiveness of processes within the Medical Affairs portfolio. Ensures improvement initiatives are completed in a timely manner and result in quantifiable improvements.

• Maintains and promotes a positive, productive, and quality work environment that values a team approach to the provision of health services.

• In alignment with IH’s Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations and implementing required corrective actions.

• Performs other related duties as assigned.

Qualifications

Education, Training, and Experience
• A Bachelor’s degree in Business Administration, Project Management, Human Resources, Leadership, Organizational Development, Health, or another related degree.
• Seven to ten years of recent, related experience in a health care environment.
• An equivalent combination of related education and experience may be considered.
