This position offers a flexible work location from within the Interior Health region and will require travel to the Kelowna office.

Salary Range:
Salary range for the position is $88,990 to $127,923. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.

About the job:
In accordance with the established vision and values of the organization, the Lead, Divisional Accounting is accountable for ensuring the financial transactions for their portfolio are recorded and presented accurately and in compliance with PSAS, MIS guidelines, CRA and Generally Accepted Accounting Principles. The Lead, Divisional Accounting will perform research on accounting standards and implement systems that ensure appropriate accounting treatment and presentation of financial transactions and is responsible for continuously monitoring and evaluating financial processes in their portfolio to provide assurance that overall financial statements are accurate and compliant. The Lead, Divisional Accounting provides financial leadership, accounting advice, and accurate reporting to a team of internal managers and professionals and is responsible for providing financial information to external auditors, the Ministry of Health, and other interested parties.

The Lead, Divisional Accounting provides accounting advice and guidance to staff within their portfolio, establishes timelines, and sets priorities to ensure that deadlines are met.

The Lead, Divisional Accounting makes decisions and provides recommendations to the Manager, Accounting and Treasury Services and organizational management on financial issues as they relate to the policies and operating procedures of Interior Health (IH). The Lead, Divisional Accounting is also responsible for developing and monitoring effective internal controls for their portfolio.


Typical duties and responsibilities:

• Responsible for all aspects of General Ledger and Financial/Management reporting functions within a portfolio of IH (i.e., VP hierarchy, program, etc.) in accordance with organizational policy and accounting and governmental requirements (MIS standards), ensuring consistent presentation within IH. Develops standard and ad hoc reports for the Financial Services portfolio.

• Responsible for maintaining internal organizational structure and signing authority of cost centers to ensure internal financial control and system access is appropriately designed and maintained. Provides leadership and advice to Business Operations to optimize organizational structures.

• Ensures all financial transactions have been reflected appropriately and completely in the financial statements, coordinating activities of staff engaged in these functions to ensure operational efficiency and effectiveness. This includes setting processing priorities and deadlines, reviewing and authorizing required journal entries.

• Reviews general ledger balance sheet account reconciliations and bank reconciliations for accuracy and reasonableness. Seeks to understand variances through analysis and inquiry and requests corrections when appropriate.

• Develops and implements accounting processes and procedures to ensure compliance with established guidelines such as the CICA Handbook, MIS guidelines, Public Sector Accounting Standards, etc. and implementing changes as required.

• Participates in the annual and interim external audits by preparing and/or reviewing financial statements, working papers, and schedules for IH and works directly with auditors to respond to inquiries and provide accurate and timely information about their portfolio. Reviews and analyzes information contributed by other teams for accuracy and appropriateness and coordinates corrections and updates.

• Prepares and analyzes multi-dimensional financial data (i.e., clinical, financial, statistical, and human resource) to identify variances or trends and resolves errors in a timely fashion.

• Assists the Manager in the preparation and analysis of periodic financial statements and quarterly reports to the Audit and Finance Committee of the Board of IH and the Ministry of Health. Develops briefing notes for the Chief Financial Officer, Senior Executive Team, or the Board as required.

• Coordinates the compilation of financial reports for submission to the appropriate governing bodies (i.e., Annual Charity Return, Financial Information Act, Health Authority Management Information System (HAMIS), BC Housing, etc.). Reviews information to ensure accuracy prior to submission.

• Analyzes financial statement income and expense variances, follows up on discrepancies, and takes corrective action to ensure IH’s financial statements are presented accurately in accordance with Public Sector Accounting Standards.

• Acts as a liaison with Business Operations and provides guidance and advice on the development of accounting processes for new and changed strategic initiatives and ensures compliance with the requirements of MIS guidelines, Public Sector Accounting Standards, and other relevant best practices in the accounting field.

• Participates on assigned internal and external committees as required by attending meetings, acting as a resource regarding the establishment of accounting procedures, and advising the Manager of meeting outcomes.

• In alignment with IH’s Occupational Health & Safety Program, employees shall adhere to all Occupational Health and Safety policies and procedures at all times and attend all required training. Employees are responsible to report any identified hazards, unsafe conditions or incidents to the manager or supervisor immediately.

• Performs other related duties as assigned.

Qualifications

Education, Training, and Experience
• A CPA and an applicable Bachelor’s degree
• Five to seven years of recent, related experience in a large-scale processing environment
• Consideration for a combination of education, training, and experience

• Proficiency in the use of personal computers and computerized financial systems.
• Excellent knowledge of complex computerized systems and National MIS Standards.
• Excellent knowledge of current healthcare issues.
• Physical ability to perform the duties of the position.
