Salary Range:

Salary range for the position is $88,990 to $127,923. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.

How will you create an impact?

In accordance with the established vision and values of the organization, the Lead, Indigenous Data Strategy works with other portfolios including Digital Health and Clinical Operations to advance Indigenous data collection, analysis, reporting and sharing for strategic and accountability purposes related to cultural safety and Indigenous-specific anti-racism, and data governance. The Lead is responsible for developing and implementing Indigenous health outcome and cultural safety measurement frameworks that support the Interior Health (IH) goals of Advancing Indigenous Health & Wellness. The Lead assesses and identifies critical opportunities for data to drive improvements in equity and access for Indigenous clients and families and develops strategic recommendations for leadership to advance. Crucial to the success of the position is the ability to analyze and consolidate Ministry of Health and IH objectives (i.e. the Indigenous Self-Identification Data Standard and Anti-Racism Data Act), develop strong partnerships with Indigenous communities and health leaders, and lead change initiatives aimed at improving health outcomes for Indigenous people in the interior.

This position leads and manages a variety of strategic initiatives and supports IH program and operational leadership in engaging with Indigenous partners to facilitate ongoing collaboration and effective implementation of joint priorities related to Indigenous data, analytics, measurement, and reporting.

The incumbent will be expected to understand the portfolio’s “big picture” by:
• Keeping pace with changes by scanning the environment for the relevant trends and developments affecting the portfolio and broadly Indigenous health and wellness.
• Demonstrating the ability to identify strategic issues and collaborate with appropriate partners across IH to assess the situation and alternatives.
• Building collaborative integrative partnerships across IH that can champion and build momentum for strategic change.
• Supporting partners including strategic plans execution, strategic process improvements, and communication.
• Monitoring input and enhancing performance metrics, continual and annual performance improvement, and planning of program strategic direction.
• Responding to changes in the global health care environment and participating in various ad-hoc projects as directed including guidance on process and methodology.
• Possessing a depth and breadth of knowledge to successfully implement strategies across the continuum of all programs and departments within IH.

What will you work on:

• Taking direction from strategic priorities and foundational documents, leads the engagement, collaboration, planning and implementation of Indigenous Data activities across IH.
o Leads the quality improvement of the IH Indigenous Self-Identification data per the joint Digital Health and Indigenous Partnerships co-sponsored initiative.
o Plans and implements the revised provincial Indigenous Self-Identification Standard.
o Develops tools and resources that support Indigenous data collection, analysis, quality, stewardship, and utilization and sharing.
o Emerges innovative data practices into planning for a diverse range of programming areas across all IH portfolios in collaboration with Indigenous partners.
• In collaboration with the Indigenous Engagement team, builds and maintains effective relationships with a broad range of internal partners, First Nation and Métis community health leaders and urban and away Indigenous service providers to further the achievement of IH and Ministry of Health goals, objectives, and performance measures including:
o Liaising with internal partners, interested parties, programs, and portfolios.
o Liaising with First Nation, Métis and urban and away Indigenous health leaders related to projects for Indigenous Data and data governance.
o Working with partners to develop information sharing protocols and data stewardship or governance agreements, where appropriate.
• Generates cultural safety, Indigenous-specific anti-racism and Indigenous health equity measurement frameworks that affect multiple programs and services by:
o Coordinating with the Lead(s), Strategy and Accountability to produce a measurement framework that aligns with the Indigenous Health & Wellness Strategy.
o Create and maintain dashboards that contain critical indicators for the measurement framework above and population health indicators for the Indigenous population.
o Develop a process for understanding the Indigenous health outcomes in the Interior region and priorities based on patient outcomes and experience.
o Conducting data scans that identify gaps and/or issues within assigned areas of specialty or in support of the larger portfolio and making recommendations for change, risk mitigation, quality improvement, etc.
o Collaborating with Indigenous community partners and IH content experts to identify, design, and address gaps that exist.
• Promotes integration of the strategic priorities of Indigenous Partnerships by:
o Reviewing and linking foundational documents such as the In Plain Sight Report, HSO Cultural Safety & Humility Standard, Declaration on the Rights of Indigenous Peoples Act and Action Plan, Anti-Racism Data Act, and Disaggregated demographic data collection in British Columbia: The grandmother perspective, to drive priority areas and projects.
o Fostering collaborative working relationships within and across portfolios that are solution-focused.
• Provides guidance and leadership for Indigenous Health and Wellness-related initiatives within the Indigenous Partnerships portfolio and across the organization including:
o Leading implementation of emerging Indigenous Health and Wellness initiatives across IH.
o Representing the Indigenous Health and Wellness program, vision, or direction on internal committees.
o Representing IH on external committees at the regional and provincial level as IH representative.
• In alignment with IH’s Occupational Health & Safety Program, employees shall adhere to all Occupational Health and Safety policies and procedures at all times and attend all required training. Employees are responsible to report any identified hazards, unsafe conditions or incidents to the manager or supervisor immediately.

Qualifications

Education, Training, and Experience:

• A Bachelors degree in Indigenous Studies, a clinical discipline, Business Administration, or related field. Graduate degree in a related field is preferred.
• Five (5) to seven (7) years of recent, related experience, including lived and living experience as a First Nations, Métis, or Inuit person.
• Or an equivalent combination of education, training, and experience.
