Salary Range:
Salary range for the position is $$106,026 to $152,413. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.
About the job:
In accordance with established vision and values of the organization, the Manager, Digital Business Transformation is responsible for defining the vision, definition, strategy and standards of practice for the Digital Business Transformation team. The Manager plans and coordinates the execution of strategic projects, which deliver long-term mission-critical information and software systems for Interior Health and other health authorities. The Manager is responsible for clarifying customer requirements, providing consultation on alternative solutions, facilitating the resolution of issues, identifying efficiencies that will benefit the entire organization and the environment, balancing supply of Business Systems resources and the demands of the organization, prioritizing requests. As a trusted partner for Corporate departments, this position will be deeply engaged in moving departments forward technologically, finding new toolsets to promote efficiencies and reduce resource requirements, and develop provincial standards of practice.
Typical duties and responsibilities:
• Assists in developing a new digital strategy for IH, enable IH’s value proposition.
• Develops and delivers a coherent, user-relevant, value driven and harmonious digital strategy.
• Develops policies, requirements standards, reproducible processes and procedures, security practices including quality assurance and improvement activities relating to Business Systems to ensure high quality product, avoid rework and allow cross-HA implementations. Ensures adherence to same. Researches and monitors application trends such as emerging standards for new business systems to support of IH imperatives.
• Responsible and accountable for the requirements gathering, development and deployment of new applications, systems software, and/or enhancements to existing applications throughout the enterprise including:
o Developing, negotiating and managing consultant contracts as required;
o Building and leading teams, contractors and 3rd party vendors;
o Ensuring that projects meet business requirements and goals, fulfill end-user requirements, and support IH’s overall vision and mission;
o Providing business and analytical guidance to project managers and analysts;
o Identifying and resolving complex and/or sensitive system or team issues;
o Reviewing and analyzing existing applications’ effectiveness and efficiency, and then developing strategies for improving or leveraging these systems; and
o Delivering finished, high quality, and effective software products.
• Provides leadership, direction, and supervision to assigned team members, contractors and 3rd party vendors, utilizing effective management activities such as coaching, mentoring, skills and leadership development, and performance management. Responsible for the appropriate allocation and management of resources. Identifies and implements continuing education programs to maintain a high level of competence within the units.
• Facilitates open communication and discussion with key business partners, and capture and disseminate future directions both to interested parties as well as Digital Health units.
• Coordinates feasibility studies for software and system products under consideration for purchase, and give advice based on findings.
• In alignment with IH’s Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations and implementing required corrective actions.
• Performs other related duties as assigned.
Qualifications

Education, Training and Experience
• Baccalaureate Degree in Computer Science, Business Administration, Accounting, Human Resources, or similar field.
• Minimum 7 years experience in managing in a complex business environment (preferably healthcare) including responsibilities for project management, systems development, information management and operation of a sophisticated enterprise networking and communications environment, staff development and supervision.
• Or an equivalent combination of education, training and experience.
• Project Management certification
