Manager | Capital Projects Procurement (WORKSITE LOCATION IS FLEXIBLE)

Position Summary

Interior Health is hiring a Manager, Capital Projects Procurement! If you have a background in supply chain management and experience in a health care and/or construction environment, we want to hear from you!

This position offers a hybrid work model and is flexible anywhere within the beautiful Interior Health region.

About the role:

The Manager, Capital Projects Procurement manages and coordinates the overall project administration and contract management processes for facility construction projects flowing through the CP&P department. The Manager provides guidance and direction to the project management team and delivers the procurement, contracting, and administrative reporting requirements for the planning, design, construction, and commissioning stages for all capital and operating projects undertaken through CP&P department. The Manager provides the administrative expertise required to ensure that projects are reported within scope, cost, time, quality, and all corrective actions and close out requirements are addressed. This includes the review of contract documentation, authorization of payments to contractors, accuracy of all contract-related documentation and correspondence, and the supervision and management of project and office support staff functions. The Manager also supports the Director, Capital Planning & Procurement in the development and sharing of the team goals and liaising with Interior Health (IH) managers and inside and outside stakeholders.

Some key duties:

Procurement and Contracting Processes

o Accountable for ensuring that project managers and project and office support staff adhere to standards and policies applicable to projects’ procurement and contracting processes.
o Supervises the preparation of procurement documents for review and approves for release, where appropriate.
o Supervises the preparation of contract documents for review and approves for use where appropriate.
o Ensures procurement and contract documents and processes are consistent with project requirements; trade agreements; sound business practices; and IH policies, processes, and standards.
o Ensures procurement evaluations are completed according to processes outlined in procurement documents.
o Oversees the reporting, tracking, and processing of all change management documentation, time and material work sheets, and progress claims.
o Ensures appropriate approvals are obtained, as per IH signing authority or CP&P department requirements, prior to the initiation of procurements, contract awards, changes, or other stages that require approval to proceed.
o Develops and updates procedures to reduce risk, increase consistency in practice, and promote compliance.
o Acts as escalation point for project support staff and project managers to address procurement and contract management questions and concerns.
o Keeps current on procurement and contract law, in order to provide direction on ways to undertake procurement processes or draft contract terms to meet the project requirements and to be aware of current construction contract language and process requirements for procurement in order to meet IH, legal, and industry’s expectation of fair business practices.

Project Administration Oversight

o Oversees project initiation and project closure activities; responsible for ensuring project archiving by Project Assistants for all closed projects.
o Responsible for the creation and management of forms, reports, manuals, and databases for the CP&P Projects Team.
o Accountable for the regular updating of the Project Cost Control Reports (PCCRs) as well as maintaining required project information forms and other related documents, spreadsheets, or systems.
o Leads and manages the administrative reporting processes for all stages of capital and operating projects undertaken through the CP&P department; accountable for providing systematic tracking and reporting of all site projects for scope, cost, timelines, and quality control; responsible for tracking the budget forecast, identifying related issues, reporting variances, confirming formulas, and reconciling accounts.
o Provides reports and briefings to Director, Senior Project Manager, and the Project Managers related to the project status.
o Advises and supports Project Accounting with corporate reporting processes.
o Ensures accurate and timely reporting.
o Responsible for information flow within the project management system.
o Responsible for ensuring the accurate and timely input and reporting of project information forms into the project management system.

Administrative Direction and Support

o Develops and implements changes and improvements in project procurement processes and practices.
o Accountable for making decisions related to the management of designated staff and staff functions such as: hiring, developing and scheduling work assignments, authorizing overtime, evaluating performance, and administering the discipline process up to and including termination to ensure effective and efficient workflow of assigned areas.

Communication and Issues Resolution

o Accountable for the correct reporting of projects.
o Responsible for the development and maintenance of appropriate communication processes to ensure timely exchange of information.
o Reviews procurement and contract concerns/disputes and develops briefing materials or other documents to summarize issues and make recommendations, where appropriate, or undertake corrective measures for resolution.
o Liaises with public and private sector stakeholders to exchange information.
o Responsible for the completion of project post-mortems, if applicable.
o Responsible for ongoing customer relationship- building and management, both internal and external to IH.

• Performs other related duties and/or projects as assigned.

Education, Training, and Experience
• A degree in Business Administration, or Commerce and a diploma/designation equal to the Supply Chain Canada SCMP designation.
• Five to seven years of relevant construction industry experience with similar responsibilities preferably in a Canadian healthcare setting.
• Or an equivalent combination of education, training, and experience


Starting salary is approximately from $80,935 to $116,344 and will be based on education, training and experience
