Director, Laboratory Operations - IH Central (WORKSITE LOCATION IS FLEXIBLE)

About the Role

The Director, Laboratory Operations is responsible and accountable for managing laboratory services throughout the Interior Health (IH) Central Area. The Director has IH-wide responsibility to ensure high quality and standardized processes in Transfusion Medicine and Anatomic Pathology by pursuing best practices in these disciplines throughout IH. The Director will plan, coordinate, implement, evaluate, and monitor laboratory services and the strategic initiatives involved with laboratory services based on the clinical and operational needs across the Central Area. In consultation with the IH Clinical Services Director; the Site Department Heads; the Regional Director, Laboratory Operations; the Director, Laboratory Quality, Safety & Innovation; and other stakeholders, the Director leads tactical planning for the Central Area by developing goals, objectives, standards, policies, and procedures according to the Strategic Objectives of IH Laboratory Services. The Director will work collaboratively with the Laboratory Directors from the West and East areas as well as with the Director, Laboratory Quality, Safety & Innovation to ensure the laboratories of the Central Area are operating within the IH Laboratory Quality System. The Director provides recommendations, advice, and council to clinical and medical leaders regarding laboratory and electrocardiography services.

Key Responsibilities

1. Manages and oversees Laboratory Services by planning, coordinating, monitoring, implementing, and evaluating all aspects of laboratory services based on the clinical and operational needs throughout the Health Service Area.

2. Provides leadership for clinical practice by seeking out and identifying best practice in patient care and takes an active role on the Transfusion Medicine and Anatomic Pathology Working Groups working toward standardization and best practice, ensuring that the procedures and policies developed by these groups are communicated and implemented throughout IH.

3. Ensures safe and quality service is delivered; all the while ensuring cost efficiency, consistency, and standardization is achieved.

4. Provides direction for optimized services for the Health Service Area and ensures that laboratory services comply with current legislation, professional standards, and organizational policies.

5. Develops and implements goals, objectives, standards, policies, and procedures that support short and long term strategic plans.

6. Collaborates with medical and clinical staff in developing responsive, high quality services.

7. Manages staff by recruiting, hiring, disciplining, and terminating staff as required. Provides mentoring and coaching to Laboratory Practice Leaders as required. Completes performance evaluations, prepares staff development and training plans, and encourages innovative thinking to promote high performance in daily operations.

8. Keeps current on the advances in technologies related to laboratory operations, evaluates, and makes recommendations as appropriate.

9. Participates in labour relations activities as required. Interprets collective agreements and legislation in consultation with Human Resources.

10. Manages financial resources by preparing the budget for approval, monitoring the budget, identifying variances, and taking corrective action required in order to maintain a balanced budget.

11. Promotes and supports the IH Quality System for Laboratory Services. Promotes and participates in quality improvement initiatives, risk management, and occupational health and safety programs for Laboratory Services.

12. Ensures statistics and reports are prepared and submitted as required.

13. Ensures that cardiology services in the Shuswap Lake General Hospital are operating in a quality, cost effective manner. Manages ECG testing in collection sites and other rural sites throughout the Central Area.

14. Travels within the Central Area as required ensuring the sites are adequately represented, making a minimum of one site visit to each site per year.

15. Represents the department on IH multidisciplinary committees, provincials committees, and at external events such as conferences.

16. Performs other related duties as required.


Education, Training and Experience

• Graduation from an approved training program for Medical Laboratory Technologists.
• Post-graduate training in business or health administration.
• Current registration with the Canadian Society for Medical Laboratory Science and membership in the British Columbia Society for Laboratory Science.
• A minimum of eight years of experience working in hospital laboratories with at least five years in the management of a multi-section or multi-site medical laboratory service.
